As Deputy Attorney General, I represented over 30 state licensing agencies, both within and outside of the Department of Consumer Affairs, mainly in disciplinary actions filed against licensed professionals before the Office of Administrative Hearings. I handled all phases of complex administrative litigation, including appeals from denials of applications for licensure, prosecution of disciplinary actions against licensees, interim suspension and relief cases, including PC 23 hearings; license reinstatement cases, probation modification and termination cases, and injunctive proceedings against professional, vocational licensees and unlicensed individuals. I worked with investigators to obtain and develop evidence as well as advised client agencies on legal matters, settlement options, expert and/or consultant needs, and case strategy.

I conducted numerous short cause and long-term administrative hearings before the Office of Administrative Hearings Office on behalf of Respondent licensees, who faced disciplinary actions by state agencies, such as the Board of Registered Nursing, the Board of Chiropractic Examiners, the Board of Vocational Nursing and Psychiatric Technicians, California Veterinary Medical Board, Department of Real Estate, California Board of Public Health, California Board of Occupational Therapy, Osteopathic Medical Board of California, Board of Behavioral Sciences, etc.

■ Vast experience in criminal law, civil litigation matters, and complex administrative hearings, which often overlap with one another.

■ Conducted a civil jury trial to a verdict in a complex personal injury case, involving expert witnesses.

■ Conducted a civil trial to a verdict in a complex real estate and financial elder abuse case.

■ Handled a complex civil litigation case alleging thirteen causes of action, involving financial fraud.

■ Handled a complex real estate civil litigation case, representing homeowner (one of two defendants/cross-complainant), which resulted in a settlement on the eve of trial court (case involved landlord-tenant inhabitability issues, insurance coverage issues, and HOA’s liability).

■ Handled complex business civil litigation cases involving commercial real estate, e.g., breach of contract, fraud, negligence, from inception through settlement and trial.

■ Handled a complex civil matter representing Plaintiff involving multiple defendants, including County, City, and other local government agencies and private parties. The case involved complex easement issues and numerous witnesses, including several expert witnesses, such as civil engineers, geologists, architectural engineers, etc.

■ Handled complex financial fraud, including unregistered offer and sale of securities, constructive fraud, unjust enrichment, conversion, breach of contract, breach of implied good faith and fair dealing, unfair business practices, breach of fiduciary duty, intentional interference with prospective economic advantage, negligence, and negligent infliction of emotional distress.

■ Handled numerous mediations in complex civil litigation cases, resulting in settlements.

■ Represented a corporate client in a commercial real estate lease matter involving drafting and negotiating a complex commercial lease contract.

■ Co-counseled in a complex employment class action lawsuit.

■ Conducted and prevailed in two complex long cause hearings before the Office of Administrative Hearings. Both cases involved voluminous discovery materials and resulted in victorious decisions issued by the Court.

■ Handled multiple hearings in civil harassment restraining order cases, domestic violence restraining order cases, and elder abuse restraining order cases.
